On Biden's Joint Congressional speech and the threat to the human race implied by the establishment of a new "health" agency similar in name to DARPA, with perhaps the plan to unite the two agencies if this proposal is passed by Congress. The United States Defense Budget accounts for 53% of the total annual national budget allocated by Congress. How much of the bottomless pit of spending goes towards these domestic/international "gang stalking" and mind control operations?

I can assure all readers that the funds are bottomless and what I have seen of incentives for people participating to get their endless enthusiasm to continue these terror operations ----government-sponsored through covert means probably through various agencies under various umbrella organizations associated with these operations.

The rewards are of course tiered in structure so the most virulent white supremacists of course obtain the most sophisticated of the technologies to inflict upon me, and their "rewards" are commensurate with the upper levels of this hierarchical pyramid structure that trickles the funding down to the lowest dregs of society (which is not a stratification that is defined solely by worth of character or merit in personality but rather, how much a person has scammed and lied and tricked and killed in order to achieve upper layers in this schemata. The lowest dregs of humanity often enough are those at the pinnacle of this insidious power structure, in other words).

Oh, the rewards extend to obtaining positions that the US Constitution has attempted to cull, but the loopholes are always sought after as much as the entitlements of this contract meted out to the lowest of scoundrels who are put in the highest of positions of power.

The type and mode of "warfare" in this pyramidal structure that is heralding in the "new age" of technological advance in controlling populations for what can only be described as a "war" upon the civilian population in terms of controlling their minds and hearts and spirits so they vote for and defend the most sinister of corrupt politicians and other representatives and are under full control and surveillance to the extent of their very thoughts--with modification and covert torture, non-stop surveillance and the quantum computer systems driving the entire global framework that is akin to an electronic fence wired around all of humanity including into the very elusive fibers of their neural networks within their very brains. Integrated outward into an ethereal networking spiderweb structure of control, surveillance and the weeding out of "radical" outliers (aka terrorist assassinations that are government sponsored contracts, meted out to white supremacist organizations and other subsidiaries of their central organizational structure, which can extend to any "race" or socioeconomic status around the planet).


I dare say that the Defense Budget undoubtedly accounts for these technological innovations and mind control experiments put into practical and administrative real-world application. 

Biden, in his Joint Congressional Speech, also proposed another new agency that is similar to the Defense Advanced Research Projects Agency, which demonstrates publicly the advanced robotics and other control agents mechanical, computer-driven or otherwise used to monitor and control warfare capabilities. Robotic police "dogs" are now being used in housing projects (read "poor, black neighborhoods") to control these housing blocks. Under protest I believe one such of these mechanical robots has been removed but only by the pressure of the leaders of the Black community. 

Biden proposes an "Health Advanced Research Projects Agency" for the "health" of "The American People". As there are many such agencies already established in the financial framework of government, I can only associate this title with the "experimental" creed that will further help to "experiment" on microchip implants embedded consensually or non-consensually into human beings and the population at large. The integration of warfare technologies with implants could become the playground of future tyrants who WILL use these technologies to create mass mental breakdown, compliance and near mental cognitive decline to the point of near zombie-compliance to over-arching government restrictions to freedom of speech and THOUGHT. Thought-control is a very important aspect of the mind control operations that I have experienced under the imposition of the tyrannical and violent celebrities out of H-wood--all backed by Government leaders such as some of those featured in the Biden Joint Congressional speech aired just a few days ago. They absolutely defend these operations which, in my case, have been met by TORTURE for the THOUGHTS I have when I am enraged at physical violation and rape and torture, dismemberment and destruction of my finances, theft of my intellectual property and my THOUGHTS and theft of my pets and the killing of other animals I have cared for or loved because I am fighting back only with words and thoughts and fighting to preserve my life and sanctity of my personal sphere which is violated every single day by this group--all operated upon by agents who are under the incentive-based structure of this government-sponsored terrorist group inflicting mind control, torture and gang stalking upon me. 


Thus I know what the proposal to integrate a "health" agency into the DARPA framework will imply. I know almost nothing about quantum computers except that these 5-G networks which have their own operating system are extremely fast and have garnered much opposition from groups advocating for privacy issues and the block of government control. That a "health" agency is going to be proposed under this same title and framework as a terror government agency dedicated to research on population terror control (my terminology as I am a victim of this technology and of these people).

If celebrities who are advocating for "freedom" and for personal equilibrium in personal matters are torturing me in secret and in the privacy of their sheltered terrorist groups which publicly are celebrity elite entitlement enclaves--and if these multi-billionaires and millionaires and otherwise affluent personalities are treating me like domineering tyrants who will murder if they get angry, and have the technology to completely conceal their every action and the full approval of the government. They are torturing me for my very thoughts. I only can see that such an agency proposed will only increase the capabilities for much more of these "mind control" operations in order to encompass not just huge swaths of the population but perhaps globally. This is now the warfare playing field that is unexpressed in public and in these wonderfully "inspiring" speeches about freedom and how "The American People" are so cared about by our tricky leadership. The battlefield for global supremacy now is in the "health" field of implanting control devices into human beings combined with warfare technology controlling the human race and "eliminating" those who step out-of-line with orders from the most menial of murdering bigots who are put into "leadership" position.

People are sexually titillated to the nth degree and they become addicted to torture and violence once they have these technologies in their paws to inflict upon the game that they are instructed it's game season to inflict as much violence upon as possible leaving no evidence and of course everyone remains silent about it. Welcome to the future of the increase of DARPA 'Health" technologies which this video clip has not begun to detail this is just the "hard drive" mechanical Artificial Technological version that is probably leaving out the much more sophisticated technologies that are truly revolutionary in the de-evolutionary destruction of the fabric of society. There will be no elevation of the human spirit or dignity, the increase in this technology will ONLY increase the barbaric and unprincipled aspects of humanity. In other words, the continuing "dumbing down" as the technologies for "warfare" against humanity are handed out to the most unscrupulous of terrorists who appear as benign advocates for every compassionate human endeavor and they cloak it all with beautiful rhetoric and are so supported by the media mind control industries and conglomerates. 
The celebrities inflicting their hate upon me are fully integrated into this system that the US Government so fully orchestrates and funds and approves of. My years of being attacked by all these higher levels of politics and media have proven this irrefutably but I still cannot provide evidence. All I can do is to WARN readers that the continuation of these technologies and the expansion of more units of destruction (i.e. the biochemical and further implementation of biological processes integrated into an agency like DARPA, as Biden is proposing through the usual rhetoric of improving society by calling it a "Health Advanced Research Agency" is extremely misleading and extremely deadly and dangerous).
